From 11.59pm on Thursday, October 21 many retail businesses will be able to reopen, with some operational for outdoor trade only, under the following rules:

• Hospitality venues (including restaurants and cafes) can open to 20 fully vaccinated people indoors and 50 outdoors
• Hairdressing, beauty and personal care services can open for up to 5 fully vaccinated people
• Essential retail remains open
• Other/general retail can open for outdoor service only (plus contactless click-and-collect or delivery)
• Physical recreation (gyms and fitness studios) can reopen to fully vaccinated people for outdoor activity only (DQ4, 50 cap). Outdoor community sport open for training only (no competition); minimum number required.

At 80% double vaccination (16+ years), restrictions will ease further, bringing regional Victoria and metropolitan Melbourne together under the same rules. From the indicative date of November 5, 2021, the following applies:

• Hospitality venues (including restaurants and cafes) can open for seated service only, up to 150 fully vaccinated people inside and 500 outdoors
• Hairdressing, beauty and personal care services can open for fully vaccinated people (DQ4 and 150 cap)
• All retain can open
• Physical recreation (gyms and fitness studios) can reopen to fully vaccinated people: indoors DQ4 and 150 cap, outdoors DQ2 500 cap.
